How and where to find and empower people to chalenge the corruption cases under the new Lokpal bill to be adopted? l

To think about people who could be empowered to take up corruption case under the present conditions it seems is very very difficult, as we have seen in the case of Lokiayukta of Karnatak a very honest judge but was cricised for being of poor track record by one politician,giving him a very painfull hurt for nothing but critsisng for the sake of criticism. One idea comes into my brain that people may be given the right to. know the functioning of the Government offices ,that is the procedures being as dopted there in giving tenders, or incurring expenditures etc it matters little about the figurers of rupees because the people could then know through their,own efforts as to what is going there or has gone there,and how much ghotalas and loss is being giving to the country, and this type of information may be sent to the them Lokpal office. Who will then confirm or enquire from his own sources the validitry of the event etc. Then this episode may be directly reffered to the courts without the permission of the higher or the highest authority. And for the guilty the maximum punishment be so detterent as for the whole life jail if not death penalty Thus the rules for punishments may be so passed by the Parliament. There should not be any action taken on the people who could not prove what they have reported to the Lokpal office,
