      As a beauty editor constantly interviewing makeup artists, hairstylists and skin care gurus, I hear boatloads of beauty tips. Some are bologna, (I don't lie), filler "tips" that experts have said so many times to so many people they don't even hear themselves say it.       While doing some fragrance research the other day (a nerdy thing only beauty writers do), I got wind of a fabulous app -- the iPerfumer. It's a perfume concierge by Givaudan (a company that creates fragrances for a ton of popular brands) that's free of charge.       I have straight, fine, flat (aka boring) hair. My older, way cooler and prettier sister does not. She was blessed with big, voluminous curls that always look effortlessly bouncy.       So, I secretly love infomercials. There I said it. And, I don't just watch them to lull me to sleep during bouts of insomnia. I actually seek them out. In case you missed the mother of all beauty and fashion extravaganzas, we were there trend spotting, reporting and schmoozing (we know, you're probably thinking, "poor babies," but it's actually quite a marathon) to bring you the scoop.       Tip 1: Apply mascara first

      "My big philosophy is to do mascara first. If you do it first, even if you're in a hurry, you can add a gloss and you're done," says makeup artist Napoleon Perdis who created the makeup look for the Kaelen show. If more time allows he recommends contouring cheeks with a two-toned blush (try Dior Diorblush, $40) that can also be worn on the eyes, and then "you're done," he says.
