Report AbuseI have a whole bunch of these at home and yes, "sheath" is the name of the dress that you're calling a "wiggle dress".
As for the full skirt, wiggle with that one and you can say it's catching the "waves". Back then that was considered sexy as well.
"Walk with a wiggle, wiggle when you walk".
