I found a local police blotter describing an unidentified guy wanted for carrying out a "lewd sex act" in front of a random woman walking down the street. His outfit takes flasher fashion to new heights:

"Police say the man had blue tracksuit bottoms around his ankles and was also wearing fishnet stockings. He appeared to be around 30 to 32 years of age and was also wearing a white duffle coat with grey fur around the hood. "
