The phrase is especially powerful on someone you've been with for years. Major explains that it's easy for couples in LTRs to fall into a routine and forget they have the ability to excite their partners. You start to think that the most you can offer the other person is stability and comfort, and excitement becomes sort of a foreign idea. But dropping the phrase reminds him he can still get you riled up, and in turn, keeps him from letting the romance slide.

"The best context to use the phrase in is when you're discussing the next time you'll see him or the next time you two are doing something slightly out of the ordinary," suggests Major. But he notes that it doesn't necessarily have to be centered around an activity. "If he shares something like a potential opportunity for himself at work, that's a great time to let him know you're excited."
Oh and to all the guys out there reading this: women love hearing I am excited too. It's the same principle, explains Major. So when we call you later to make plans, don't just leave it at I love you (though, yes, we like hearing that too); throw in "I'm so excited to see you!" too. It'll make us look forward to seeing you just a little more than we already do.
