On Monday night, a motorist in a residential neighborhood not far from Bynes' parents' house noticed a fire in the driveway of a home. He also witnessed Bynes, whom he did not immediately recognize, with a large water gun. According to the eyewitness account, Bynes began stripping off her burned pants and then chasing after a small dog.
When the man stopped to help put out the fire, he noticed the woman had walked away.
The woman, who he said was wearing a large blonde wig, ended up in a liquor store several blocks away, where she entered with the dog, reeking of gasoline and proceeded through an employees-only door without permission and began washing the dog in the sink.
"She was trying to wash the dog. She didn't ask permission to go in the back on her own," Southwest Market & Deli employee Tony Darghali told The New York Daily News.
It is unknown if the dog was unhurt, as various news outlets only reported witnesses saying Bynes told them her dog had been burnt and that the dog smelled of gasoline and was soaking wet. Bynes apparently started the fire in that random driveway and was later taken in on a mental health evaluation hold.
Authorities say that charges will not be filed as they believe the actress needs help rather than incarceration.
Byne's spiral began some months back. The Daily News recently ran a story about a former friend of Bynes in New York who said that Bynes began wearing a blonde wig when she burned her hair off with bleach.
"She's all over the place. There's a lot of disorganization going on in her brain. She's literally only hanging out with her dog. Amanda desperately needs help," Ana Rivera told reporters.

The Hollywood Gossip reported this morning that Byne's parents, with whom the star had been estranged, is now taking care of her Pomeranian, as well as seeking conservatorship over the actress and her estate.
Still no word on whether her poor dog was burned in that incident Monday night. We're glad she has a dog for comfort, but like many, we're seriously concerned about the safety of the pup, especially given that Bynes first reported that her first pup, Little Angel, disappeared near her home in 2011. Bynes later announced via Twitter that Angel had "gone to heaven" with no explanation as to what happened to the young puppy.
Unfortunately, some stars, such as Britney Spears, seem to acquire living animals like they would accessories. We hope this isn't the case with Bynes and that her dog will be in good hands with her parents and if returned to the star, we hope she is well enough to care for a living, breathing furkid.
