On June 19, 2013,Toronto city council voted to

ban the sale of dogs and cats in pet storesmaking it against a by-law to sell or purchase from pet stores.

The bylaw was proposed back in May 2013 citing that many pet stores sell animals that come from "puppy mills", which is defined as a "commercial dog breeding facility that is operated with an emphasis upon profits", according to Wikipedia.

Pet store owners can still work in correlation with the local animal shelters including the Humane Society and be able to take in shelter or rescue dogs and cats and adopt them out.
