Talk, Talk, Talk!
The amount of exposure to a language does matter. The more a baby hears the sounds of a particular language, the larger his vocabulary in that language will be. Talk to the baby all the time in the minority language about anything you can ramble on about. Just make sure he's constantly exposed to the sounds of the language -- with you or a caregiver -- and he will eventually blurt out "Agua!"
