Just as soon as the government's "Cash-for-Clunkers" program started, it nearly stopped. But it seems it may restart, since the House speedily voted to fund an additional $2 billion for the popular program. Clearly, it did what it was supposed to do -- inspire people to buy cars and jump-start a struggling U.S. auto industry.
