Replacement of Bill for Acquisition of lands and like affairs of compensations to the land tillers & owners , as to why kept in abyaince for many decades?

After India gaining independance and abolition of Rajas and Maharajs and Zamundars Pt. Nehru declared that the Land belongs to the Tillers and they are the master of the land so all attention and the development be made for them , but what a destiny in waiting for the poor land owners now is that for decades the governance forgot that there lives the farmesand land owners who are made fool off and their lands are being taken up by the businessmen through and with the help of govewrnment and their agencies by the land act made by the time of our slavery days t from thr Britishers ruler of India. The political set up by all the parties have had no time to introduce new Bill in the parliament as off ond on they had been busy on subjects that too coulg not be set aside due to shortage of time. Now after so much blood shed of the persons and burning at various places, they are coming topromise to have new Land Act passed in the Parliament, God knows whether it would be or not tobe, however it is a fact as in Hindi " CHIRIYAN CHUNG GAIY KHET AB PAACHEY PACHTAAYE KYAA HOTA HAI. Not only this but there are so many old laws from the Times of Britishers rule they are waiting for change keeping in view the tlme lapse and the new enveronment coming up such as in the intelligance agency who have become old enough to infirm thr country in advance or during the commossion iof corrupt practices and favouratism to rich and neglet to the poor for the false sake of globalization and in the name of delopment. To days news in the papers that C B I is going to challenge if any change is made it would show lack of confidence in it, on the petition by senior Advocate toseek panel on acase of probe.
