Responsibility of whom lies for the keep up of the rivers flowing free with pure waters through out to its destination to "sangam" with others?

Recently it seems that the media just to come into limelight for nothing but to impress the public as if the Indian public is very ignorant of its rights and need the guidance of its propaganda to organize rallies and mass movement to let the ignorant Indians to under stand that it is they have been making their rivers dirty etc. in the cities and in the villages , but the media itself is so ignorant of the affair that it never pointed that where the rivers are first being polluted and then consequently and continually the process is going on. It is not only the problem of pollution alone but the consumption of the water at various States making the rivers after passing it by that state as a gutter or NALAH with full of poisonous material etc. The River Yammuna flows from the Himalaya through so many estates who are using it as their property and not for others who are in wait for it. Thus it is the duty of the central Government and the the governments of other states to look for the river to survive and not polluted till its destination in the end. It is very shameful for us to see that our ancestors knew better than our technologists and the governing persons. Sadhus
