There's a basic rule to liquid eyeliner you might already know, but just in case you missed it, I'm going to use this shot of Anna Kendrick to remind you.

The rule with liquid eyeliner is that it should stay on your top lids only, and if you want some liner on your bottoms too, you've got to switch to pencil (and it doesn't even have to be the same color--check out the black-bronze combo above). Liquid liner is just too intense for nonprofessional hands to get it to go on smoothly enough for the lower lids. So the switch-off to pencil-type is key.
