This One Little Styling Detail Can Make Wavy Hair Look More '90s Than Modern

So, Molly Sims was out and about being her usual gorgeous self in Los Angeles yesterday.
Yet while staring at this photo, I got to thinking about one detail of Molly's hairstyle that gives the waves a different vibe from the usual loose/sexy/messy ones we see every day on celebs. By different, I mean a bit 1990s beauty queen-ish (though seeing as the '90s are back, you could argue this makes the look in style rather than dated).

What's the detail I'm referring to? The way her front section is flipped over at the roots, making it stand up high. Usually these days, we see wavy hair smoothed at the top and/or swept low across one eye, not tossed and flipped in this voluminous way. Molly's waves also look a bit tighter and more sprayed; I want to go in there and loosen them up a bit with a hairbrush.
